This talk will provide a historical journey of the US Constitution and the Bill of Rights and its protection of civil liberties while providing for homeland security. 

Beginning with the Constitutional Convention of 1787 , this talk will explore the checks and balances and protections of individual rights. It will explore the question: How do we balance homeland security and protect civil liberties.
